He’s not an American. It’s legal where he’s a citizen, unless he naturalized recently.

He was naturalized as an American citizen in 2000.

Figures. I checked a Canadian website who claimed he couldn’t vote because he was still a Canadian citizen.
They’re like Checkov on the old Star Trek: everything is Canadian or inwented in Canada.
